Transparency and execution power in infrastructure development

Through the mission's extensive deliveries, clear conditions were created for fact-based decisions, strategic planning, implementation and follow-up of the civil engineering activities.

The client: The customer is a medium-sized Swedish municipality, in a metropolitan region, which is growing and developing at a rapid pace.

The client's challenge: The client experienced deficiencies in transparency, degree of implementation, operating cost forecasts and fulfillment of political goals linked to the civil engineering activities. To deal with this, the municipality wanted support in ensuring the investment planning process. In addition, they wanted to introduce portfolio management and systematic expansion planning of ongoing projects.

Our solution: The first part of the assignment aimed to collect and quality-assure needs as a basis for strategic real estate decisions and local supply, for example surface efficiency, letting, acquisition and construction. The next part was aimed at quality assurance of the political target image and the conditions of the urban development projects from technical and planning aspects. This provided a long-term and strategic decision-making basis for expansion order and growth. The third part handled the optimization of financial and personnel resources, owning and managing investment projects as well as ongoing follow-up and forecasting of the investment projects.

The result: Through the mission's extensive deliveries, clear conditions were created for fact-based decisions, strategic planning, implementation and follow-up of the civil engineering activities. Through clear processes, roles and responsibilities, the right conditions were created for effective decision-making with known consequences and impact on operating costs. With transparency, the foundation is laid for trust between politicians and civil servants, which provides a good working environment and a good effect for the whole society.
