Seminar: Innovative Governance with the City of Borås

Governing with an annual budget is enshrined in law and routine in most organizations. It is also one of the most important things taught in the field of financial management at universities and colleges. But is budget control really the best way to control the complex activities that a municipality constitutes? And in our increasingly fast-moving times?

The City of Borås invites to a seminar together with Knut Fahlén, senior management consultant and doctor of economics at Ekan Management. Knut Fahlén presents examples from his new book, Situationally adapted financial and operational management (Komlitt, 2020) and common obstacles related to the management of public activities. These areas not only need to be developed, they also need to be adapted to the situation.

The book Situationally adapted financial and operational management describes challenges in the public sector and how some important control processes linked to the budget process can be developed for increased efficiency and trust. Trust-based governance and management are in demand but are hindered by traditional budget management based on mistrust and control. Financial and operational management needs to be adapted to the situation so as not to create lock-in effects, unnecessary bureaucracy and impoverishment of employees in the public sector.

With a mix of theory and practice, the book provides suggestions on how organizations active in the public sector can develop their governance processes to meet these challenges and needs.
